I can confirm that most civil servants are indeed notorious cheapskates. This sign is in a McDonald's across from the FBI building and a couple blocks away from mine.

I used to work at McDonalds. Before that, I use to like the Filet-O-Fish. After that, I wouldn't go near it. And not just because I wasn't sure if any fish were harmed in the making of this, er, item.
