Uh-huh. It is entirely true that solar activity has big effect on global climate, and that it has been pretty clearly linked to the "Mini Ice Age" in the 17th century. It is also entirely possible that we could be in for another mini ice age, all else being equal. That hasn't got a damn thing to do with the empirical fact that the mean temperature averaged over the entire earth has been increasing over the last 50 years - an increase larger than the overall decrease during the mini ice age. They are two totally different things.
We have pretty strong evidence that CO2 etc. leads to warming. We do not know how much - it could be that it's all caused by humans, it could be that a negligible fraction is due to humans, it could be that humans should have increased it a lot more by now but that cooling due to solar effects has slowed it down.
Apparently you don't have to be able to have two thoughts at once to write for the Investor's Business Daily. Too bad, they're usually such a fine souce for science journalism. Pfft.
